The end customers of electricity, who consume electricity for their own needs, are divided into two categories according to the purpose of consumption: household (population) and non-household (all except household). To purchasing electricity provided that the requirements of the legislation are met, the end customer can enter the wholesale market without a supplier, otherwise the customer must receive supply service. For the purposes of determining supply service and wholesale market trade authorities and liabilities the end customers are divided into several groups:

Household consumers (population) – receive the universal supply in the form of a public obligation. Can get the services of a free supplier.

Small enterprises – non-household customers, the criteria of which are determined by the Government of Georgia by a relevant resolution GEO Version . Small enterprises take on a universal supply in the form of a public obligation. Can get the services of a free supplier.

Large enterprise – non-household customers, the criteria of which are determined by the Government of Georgia by a relevant resolution GEO Version. Large enterprises receive public supply in the form of public liability, if such a right is not restricted by the Government of Georgia (Resolution N 246 16-04-2020). Can get the services of a free supplier. Only large consumers will be able to trade in the wholesale market after opening the market the day before.

Other non-household customers – all other non-household customers, not small enterprises and large enterprises. Such customers receive public supply in the form of a public obligation, unless such right is restricted by the Government of Georgia. Can get the services of a free supplier.
